Oh, that!? For the families of the generals and friends. To the companies that their son and daughters of doctors and friends may not think much of their business practices. The law has good intentions, but unfortunately not as effective drug to stop crazy drivers in the Philippines. The problem with Philippine laws are poorly implemented, others do not apply to everyone. If we all laws implementing the last letter, we will be as draconian as Singapore. Thus, if the law strictly applied, many people complain because they are not used.
